Regulations on Regional Association for Cross-Border Cooperation "International Coordination Council" Our Common Home - Altai".

Regional Association for Cross-Border Cooperation International Coordination Council "Our Common Home - Altai" (hereinafter referred to as "the Council") is a voluntary informal association of public authorities of the border administrative and territorial entities of Kazakhstan, China, Mongolia and Russia in Altai macroregion. Traditional trade, economic, and cultural ties, as well as the common natural and historical heritage of Greater Altai, the desire of the Council members to improve the living conditions of the population of the region form the basis for the successful cooperation.

The Council is non-legal entity.

The members of the Council on the principles of partnership develop and implement joint projects according to the legislation of their states, taking into account the terms and conditions of other members.

Participation in the Council does not exclude the right to make agreements with other foreign partners.

Article 3.

The full name of the Council in Russian is Международный координационный совет «Наш общий дом - Алтай»..

The full name of the Council in English is International Coordinating Council "Our Common Home - Altai".

An abbreviated name in Russian - МКС «Наш общий дом - Алтай». It is also allowed to use the abbreviated name - МКС Алтай. The abbreviated name in English - ICC Altai.

Members of the Council use the name of the Council in the official language of the respective state.

Article 4.

The members of the Council are represented by the heads of public authorities or by their authorized representatives.

The goals and objectives of the Council are:

To achieve these goals and fulfill the tasks the Council:

The Council organizes cooperation of participants in economic, scientific, technical, cultural, educational, environmental and other spheres.

Participants inform each other on activities in their states that may have a cross-border significance.

Article 8.

The chairmanship in the Council is exercised by one of the member regions of the Council on the rotating basis within the two years period (but no longer than that). The chairman of the Council representing one of the heads of public authorities of the presiding region performs a personal management of the Council.

Article 9.

The Meeting is the supreme collective body of the Council. Meetings are intended to elaborate common activity strategy and to adopt decisions on the following issues:

Meetings of the council are held, as a rule, once a year, but at least once every two years.

Regular meetings are held on the basis of an agreed schedule in the region presiding in the Council. Extraordinary meetings are held upon an initiative of the chairman.

Meetings of the Council are eligible if representatives of at least four members of the Council from three states are present at them.

Each member of the Council has one vote in making the decision. Decisions of the Council are made on the basis of consensus of the representatives of the Council members present at the meeting.

The Secretariat is a standing executive body created to prepare meetings, implement decisions of the Council, and monitor implementation of the decisions of the Council. It includes one employee from each member of the Council. Staff members of the secretariat are appointed in accordance with the procedure adopted by each member of the Council.

A head of the secretariat is a secretary of the Council who is a representative of Altai region. A deputy head of the secretariat is a representative of the member of the Council presiding in the Council.

Article 13.

To examine individual issues, implement decisions and recommendations adopted at the meetings of the Council, and prepare and conduct joint projects, permanent or temporary commissions and working groups are set up.

The commissions and working groups comprise the representatives of public authorities, scientific, business and public communities and organizations.

Article 14.

The working language is Russian. The Meetings of the Council can be held in the language of the host country. In such a case the organizer of the meeting provides simultaneous translation into Russian.

Article 15.

The members of the Council independently cover the expenses of their representatives for the participation in meetings, commissions or working groups and work of the secretariat. Projects funding is provided according to the scheme approved to each project.

The expenses related to the organization of the meeting are covered by the member of the Council organizing the meeting.

The Council is eligible to create funds for realization of the joint projects. The decision on creation is taken at the meeting of the Council.

Article 16.

Each member of the Council may withdraw from the Council by submitting written notification to the Chairman of the Council and informing the members of the Council.

Article 17.

The Council terminates its activities when only the representatives of two states remain in the Council because of the withdrawal of others.
